Restructuring of the Belgrand - Saint-Fargeau site
RATP Group is undertaking a major restructuring of the Belgrand - Saint-Fargeau site, one of its largest Parisian sites, located in the 20th arrondissement, between Place Gambetta and Porte de Bagnolet. Additionally, the arrival of new metro trains by 2030 requires the construction of a new maintenance workshop. On this occasion, the Group also plans to build approximately 100 new housing units, half of which will be social housing, and to develop a public garden and new public spaces. Overview of this major project:
Between 2025 and 2035, 8 metro lines will receive new, ultra-modern trains. These MF19 trains will feature inter-circulation and roof-mounted refrigerated ventilation to improve passenger comfort. Consequently, the industrial infrastructure must be upgraded to maintain the new rolling stock.
This project is an opportunity for RATP to restructure the rue Belgrand site, while offering residents a new living environment.

Build a new maintenance workshop adapted to the new metro trains
The new maintenance workshop will be designed for the MF19 trains entering service on line 3 from 2030. Objective: improving industrial performance (modernised and mechanised equipment, optimised workflow management, etc.) and enhancing working conditions to make the profession more attractive.
Create new developments that benefit the neighbourhood
The new workshop, located within the city, will be accompanied by new developments benefiting the neighbourhood, including housing (of which 50% social housing, partially reserved for RATP employees), shops and commercial spaces on the ground floor, a new public garden, and new public spaces.
Combat the urban heat island effect
The site will be largely unsealed. This will result in over 1,400 m² of open ground, as well as 5,300 m² of green roofs, including 4,200 m² on the RATP workshop.
Preserve and enhance the value of RATP’s historical heritage
A group of buildings dating from 1904, representative of early metro architecture, will be preserved.

A modernised train maintenance workshop
To prepare for the arrival of new trains on metro lines 3, 3bis and 7bis, the Saint-Fargeau Train Maintenance Workshop will be fully upgraded and restructured. Located on rue Belgrand, in the 20th arrondissement of Paris, it occupies part of a 1.5-hectare site owned by RATP.
Relocation of the equipment maintenance workshop
The other part of the site was previously occupied by the Equipment Maintenance Workshops for the metro, RER, and tram networks. This function has now moved to the Vaugirard site, in the 15th arrondissement, freeing around 5,000 m² for other programmes.
Housings, shops, and a garden
The upgrade allows a complete redesign of the Belgrand site.
In accordance with the Local Urban Plan and in consultation with the City of Paris and the City Hall of the 20th arrondissement, RATP is designing an urban project that includes a ground-level public garden with natural soil and approximately 100 housing units, half of which will be social housing.
On the ground floor, activity spaces and retail units will provide residents with new services. The project will support the objectives of the future bioclimatic Local Urban Plan to be put in place by the City of Paris.
A mixed‑use, eco‑friendly project
The Belgrand project, like all RATP real estate developments, follows sustainable development principles. They form part of a circular‑economy approach that prioritises the reuse and recovery of waste materials.
For example: the dewatering water from Porte de Bagnolet station will be reused for non-potable purposes, including sanitation facilities, building and train cleaning, and the irrigation of landscaped areas. This circular approach is fully in line with a circular‑economy model.
Additional measures include: 70% of worksite waste will be reused or recycled. In addition, RATP has set targets for reusing and recycling equipment and materials. This approach lowers the environmental footprint while optimising resource use.
Also, restoration of natural soil and additional vegetation helps mitigate the urban heat island effect
Awarding of the housing construction project
A call for applications aimed at property developers was issued in spring 2025. RATP Group ultimately awarded the project to Marignan, a property developer with over 45 years of experience in France. The development includes approximately 100 housing units, half of which designated as social housing.

The City of Paris will build the garden and future public spaces, including the widening of rue de la Py and the creation of a small plaza on rue Belgrand.
