Redevelopment of the Netter-Debergue and Bizot Sites
The redevelopment works at the Netter-Debergue and Bizot sites have created a greener, more open and vibrant urban environment. A new neighborhood block has been created, bringing greater social and functional diversity through housing, a nursery and green spaces. Just a few steps away, the former workshop on the Bizot site has been converted into a sports center.
Until 2017, the Netter-Debergue site was home to US Métro, a multi-sport club reserved for RATP employees. The deteriorating condition of the facilities led RATP to develop a project designed to enrich the urban fabric by putting its land assets at the service of the city and its residents.
Half of the site was dedicated to new construction, while the other half was allocated to the extension of the Debergue-Rendez-Vous public garden. Within this new space, a pedestrian pathway now connects Cité Debergue to Avenue du Docteur Arnold Netter. By opening up and expanding the site, the garden provides greater breathing space and a more pleasant environment for local residents.
The new buildings comprise 91 rental housing units, split equally between social housing (available to nearly 70% of the Parisian population) and intermediate rental housing (with rents 15% to 20% lower than those in the private rental market).
Nearly one-third of the apartments are reserved for RATP employees, enabling them to live close to their place of work. A nursery with 97 places further strengthens the range of childcare services available to families in the neighborhood.

The Different Components of the Project
The Redeveloped Debergue-Rendez-Vous Garden
While maintaining landscape continuity with the existing planted areas, the project to extend the Debergue-Rendez-Vous public garden (+2,500 sq. m.), led by the City of Paris Department of Parks and the Environment, has renewed its facilities and diversified its plant species.
The main pathway has been lined with trees of the same species, while the secondary pathway has been densely planted with trees designed to evoke a woodland environment.
The children's playground has been enlarged, and a dedicated area for board games, with tables and chairs, has been created.
Three different planting environments have been created, combining herbaceous plants, shrubs and trees.
A Brand-New Sports Center on the Bizot Site
RATP is also committed to strengthening the range of sports facilities available in the neighborhood. The 1,980 sq. m. hall at 37 Avenue du Docteur Arnold Netter has therefore been converted into a sports center. The facility opened in spring 2023.
US Métro, RATP's sports association, has brought its activities together at the new facility and benefited from upgraded equipment. RATP is also making the sports center available to local schools and residents.
Athletes of all ages can use a dojo, a boxing and multi-purpose training room, a weightlifting and physical preparation room, and a fencing room.

RATP Habitat, the group's social housing subsidiary, provides a comprehensive and diverse range of housing across the Île-de-France region, responding to the needs of local communities and residents. At the Netter-Debergue site, it drew on its expertise in urban development to deliver the project.
RATP Real Estate, the RATP Group's real estate company, develops and manages the real estate assets of public and private clients, contributing to the creation of sustainable communities.
The City of Paris Department of Parks and Green Spaces led the extension project for the Debergue-Rendez-Vous garden. The City of Paris is also responsible for managing the garden's opening and closing.
